  1. Introduction Welcome to Global Financial Technology LLC (OMPAY). By accessing or using our services, you agree to comply with and be bound by the following terms and conditions. Please read them carefully.
  2. Definitions
  • “Company” refers to Global Financial Technology LLC (OMPAY).
  • “User” refers to any individual /Customer accessing our services.
  • “Services” include all financial technology solutions, tools, and related offerings provided by OMPAY.
  1. Eligibility To use our services, you must:
  • Be at least 18 years of age.
  • “Resident” status in Oman.
  • Should have the valid ID (National Identity Card or Resident Card)
  • Provide accurate and complete information during registration.
  • Comply with all applicable laws and regulations of Central Bank of Oman and Sultanate of Oman.
  1. User Obligations As a user/Customer, you agree to:
  • Use the services only for lawful purposes.
  • Keep your account credentials secure and confidential.
  • Notify us immediately of any unauthorized access or security breach.
  1. Prohibited Activities Users are prohibited from:
  • Using the services for fraudulent or illegal activities.
  • Attempting to interfere with or disrupt our systems or networks.
  • Engaging in activities that violate third-party rights.
  1. Privacy Your use of our services is subject to our Privacy Policy, which outlines how we collect, use, and protect your personal information.
  2. Service Availability We strive to ensure uninterrupted access to our services. However, we do not guarantee uninterrupted or error-free operation and reserve the right to modify, suspend, or discontinue any aspect of the services without prior notice.
  3. Fees and Charges Users agree to pay any applicable fees for the use of our services as communicated during the registration or transaction process. All fees are non-refundable unless otherwise stated.
  4. Limitation of Liability OMPAY is not liable for any:
  • Indirect, incidental, or consequential damages arising from the use of our services.
  • Losses resulting from unauthorized access to your account.
  • Errors or delays in processing caused by third-party systems.
  1. Indemnification Users agree to indemnify and hold OMPAY harmless from any claims, liabilities, damages, or expenses arising from their use of the services or breach of these terms.
  2. Call Centre/Customer Support
  • OMPAY has a Call Centre and a Chatting Feature built into the Mobile Wallet Solution set up to receive and deal with users’ calls and queries.
  • You hereby permit OMPAY to record Your telephone calls to the Call Centre for transaction verifications, records and quality control.
  1. Termination We reserve the right to suspend or terminate your account and access to our services at our sole discretion, with or without notice, if you violate these terms or engage in prohibited activities.
  • Data Deletion Users can delete their user credentials directly through the app.
  • Data Retention Period: Data retention period in our servers will be 10 years as per Central Bank and legal obligations.
  1. Governing Law These terms are governed by and construed in accordance with the laws of Sultanate of Oman, and any disputes will be subject to the exclusive jurisdiction of the courts in Muscat, Oman.
  2. Amendments We may update these terms from time to time. Changes will be communicated through our website or other appropriate channels. Continued use of our services constitutes acceptance of the updated terms.

    Card Issuance and Ownership

    • The prepaid card is issued by Global Financial Technology LLC and linked to a digital wallet account – OMPAY.
    • The cardholder is the registered user of the digital wallet and OMPAY Card.
    • The cardholder must be a resident of Oman and comply with all KYC (Know Your Customer) requirements as mandated by the CBO.

    Card Product:

    • Card Type: OMPAY VISA Classic Prepaid Card

    (Available as both Virtual and Physical cards)

    • Network Integration: VISA and OMANNET

    Usage Limits:

    • OMPAY can only issue 1 card per customer.
    • The prepaid card’s available spending limit is strictly limited to the balance available in the linked digital wallet. No credit or overdraft facility is provided.
    • The maximum wallet balance and card loading limit shall not exceed OMR 1000/-.
    • Daily transaction limits, including ATM withdrawals and point-of-sale purchases, will be subject to limits set by the issuer and in compliance with CBO guidelines. For example:
      • ATM withdrawal limit: OMR 500 per day
      • Point-of-sale transaction limit: OMR 500 per day
    • Transactions exceeding the wallet balance or daily limits will be declined.

    Card Issuance and Activation

    Customers can request OMPAY card via OMPAY app.

    For customers to request card, customers should log into their OMPAY application  > Home Page  > More > My Cards  > Add Card  >  Add Virtual Card. The virtual card will be instantly issued and customer can also request a Physical card on the application. The activation of the physical card will happen by following simple instructions on the application.

    Customer can monitor the status, balance and transactions of their card via OMPAY app. All transactions made by the card will be directly debited from customer’s OMPAY wallet.

     

    Validity Period and Card Renewal

    Unless otherwise stated on the card, each card will be issued for a period of five (5) Gregorian calendar years from the date of issuance.

    OMPAY cards can be renewed upon expiry for further five (5) years period through the application.

    Transaction Types

    • The prepaid card can be used for:
      • In-store purchases at merchants accepting VISA cards within Oman and internationally.
      • Online purchases on websites accepting VISA payments.
    • All transactions will deduct funds directly from the digital wallet balance.

    Security and PIN Management

    • The cardholder is responsible for maintaining the confidentiality of their card details and PIN.
    • Any loss, theft, or unauthorized use of the card must be reported immediately to the OMPAY customer service.
    • OMPAY may implement additional security measures such as OTPs or biometric authentication for transaction approvals.

    Restrictions and Compliance

    • The card must not be used for fraudulent activities or by unauthorized third parties.
    • Transactions must comply with applicable laws and regulations.

    Refund Process

    • Refunds must be initiated by the merchant and will be credited directly to the cardholder’s OMPAY wallet account.
    • The cardholder must retain proof of purchase and any communication with the merchant.
    • Refunds are subject to the merchant’s return policy and applicable laws.

    Reversal (Chargeback) Process

    • Cardholders may request a reversal for disputed transactions within 60 days of the transaction date.
    • Valid reasons include:
      • Unauthorized or fraudulent transactions
      • Non-receipt of goods or services
      • Incorrect transaction amount
    • Supporting documents (receipts, emails) must be submitted to initiate the reversal.
    • Upon validation, the reversed amount will be credited to the cardholder’s OMPAY wallet account.

    Processing Time

    • Refunds and reversals may take 7 – 14 business days to reflect in the wallet account.
    • Delays may occur due to merchant processing times or third-party payment gateways.

    Non-Refundable Transactions

    • Transactions such as wallet top-ups, gift card purchases, and services marked “non-refundable” are not eligible for reversal or refund.
    • The issuer reserves the right to decline requests that do not meet regulatory or internal policy criteria.

    Zero Liability Protection

    • Cardholders are protected under Visa’s Zero Liability Policy for unauthorized transactions, provided they report the issue promptly and have not acted negligently.

    Contact and Support

    • For assistance, cardholders may contact (+969 2444 2679) or use the OMPAY app to raise a dispute.
    • All disputes will be handled in accordance with Visa Core Rules and applicable Omani regulations.

    Cancellation and/or Suspension of Cards

    Customer has the right to request cancellation of their card through OMPAY application or call centre.

    If OMPAY makes any changes to cards terms and conditions, (excluding any applicable fee that will remain fixed for the term), customers may cancel their prepaid card with immediate effect during the applicable notice period given by OMPAY. The notice period provided by OMPAY will be thirty (30) days, before the relevant changes come into effect, unless:

    1. The change needs to be implemented immediately sooner in order to comply with the laws and regulations of the Sultanate of Oman;
    2. The change needs to be implemented with immediate effect for the best interest of customer and OMPAY.

    In these circumstances, we will notify the customers as soon as possible. If the customer cancels prepaid card in accordance with this section, he/she will not be charged any new annual fee (if applicable) for the relevant prepaid card; provided that customer has cancelled the card before the next annual fee (if applicable) becomes due and payable, even if there is less than forty-five (45) days before the annual fee due date.

    Cancellation may be requested by notifying OMPAY by contacting the call centre.

    Cancellation or Suspension by OMPAY

    OMPAY maintains the right to decline or terminate the provision of Cards to any individual or entity at any point of time and for any cause. If OMPAY decides to discontinue the provision of card services to customers, we may revoke any existing card that was issued to customer.

    OMPAY has the right to instantly cancel a card by providing written notice (including electronic communication), if we believe the customer has breached the agreement or in case of misuse of card.

    OMPAY has the authority to temporarily restrict customer card access. Furthermore, OMPAY has the right to suspend the customer’s card, if we believe that is essential for the protection of customer, OMPAY or any other user of our services.

    Upon cancellation of a card: Customer must (if applicable) destroy the cancelled physical card and dispose it off.

    Upon cancellation, any outstanding amount owed by customer for this card will become payable to OMPAY. Customer gives authorization to OMPAY to deduct these amounts as well as any outstanding balance as of the date of cancellation, from customer’s wallet account. Customer will need to promptly pay off the balance and customer will be responsible for any costs incurred by OMPAY in collecting payment from customer, including legal fee.

    Card Fee

    Customer is responsible for paying all charges and fees related to his/her card. OMPAY will levy relevant fees for a card at the time it is issued to the customer.

    Fee & Charges (excluding Tax) are as follows:

    Physical Card Issuance Fee — 3.950 OMR

    Cash Withdrawal from ATM in Oman — 0.100 OMR

    Cash withdrawal within GCC Net — 0.800 OMR

    International Cash withdrawal — 3.00 OMR

    Foreign Transaction fee — 3.5 %

    Physical Card Replacement/ Renewal fee — 4.00 OMR

    Dormancy fee – 2.00 OMR

    The fee mentioned doesn’t include any applicable Value Added Tax (VAT) or indirect taxes. Customers are responsible for paying any relevant taxes.

    Click to Pay Service

    1. Introduction

    By activating and using Click to Pay with your OMPAY Prepaid Card, you agree to be bound by these Terms and Conditions, VISA’s Privacy Notice and VISA’s Terms of Service.

    1. Eligibility
    • You must be aged 18 years or over.
    • Only one active OMPAY Prepaid Card may be registered for Click to Pay.
    • You must have a valid email address and mobile phone number registered with OMPAY.
    • You must have access to the OMPAY application.
    1. Registration and Setup

    To enable Click to Pay on your OMPAY Prepaid Card: Log in to the OMPAY application > Review your profile settings   > Updates must be made in your profile settings before activation> Go to Manage Card page > Enable Click to Pay.

    You may also register for Click to Pay during online checkout at participating merchants displaying the Click to Pay logo.

    1. Use of Service

    Click to Pay may be used at any participating merchant displaying the Click to Pay logo. OMPAY is not responsible for merchants who do not support Click to Pay. You remain responsible for ensuring sufficient funds are available on your OMPAY Prepaid Card to complete transactions.

    1. Security and Liability

    You must not share your login credentials or allow unauthorized access to your trusted devices.

    OMPAY employs advanced security measures; however, you remain responsible for monitoring your account activity.

    Unauthorized use of your card must be reported immediately to OMPAY.

    1. Privacy

    By enabling Click to Pay, you consent to VISA storing and processing your card details in accordance with VISA’s Privacy Notice. OMPAY will continue to process your personal data in accordance with its Privacy Policy.

    1. Termination

    OMPAY reserves the right to suspend or terminate your access to Click to Pay if:

    • You breach these Terms and Conditions.
    • Your OMPAY Prepaid Card is cancelled or expired.
    • Regulatory or security concerns require suspension of the service.
